To determine if a Federal Levy Payment Program is applicable, the IRS will match tax delinquencies against any federal payments owed or being paid to the taxpayer. When a match is discovered, a portion of or all of these payments may be seized as a form of debt collection. Before the levy is officially assessed and after a match is discovered, the taxpayer will receive a Final Notice of Intent to Levy and Notice of Your Right to a Hearing form. If the taxpayer fails to respond to this notice, the levy will be enforced automatically.
